30 day requirement in new law

Could someone provide me with background information on the 30 day requirement in the new law, such as the originator and the rationale behind the 30 day requirement so that
if the VA tries to use it against my direct service connection claim, I will be able to respond. Many thanks to those who have worked to get the issue this far for those that are
sick and those that have passed on and for the work yet to be done. I have many illnesses as do many more and I am grateful to those who have carried the torch to run the rats
from there hiding places, they can run but they can't hide and only be very tired at the end.
